Water Resources Management and Investment Plan for Somaliland

Somaliland regularly has to deal with natural disasters such as recurring droughts, floods and the resulting famines. Many development organisations and international donors have an interest in investing in the water sector in Somaliland. However, there is little capacity within the different ministries to come up with a coherent set of measures. As a result, the government is not able to take full advantage of the interest of the international donor community in Somaliland.

The project was designed to bridge this gap. It researched the available information and data about Somaliland and processed them into several thematic papers to provide insight into the current situation in Somaliland (amongst others groundwater, surface water, gender, environment, soils, livestock, agriculture).

Based on these thematic papers and the data collected the project team formulated several development interventions that were worked out in an investment plan. These were developed and prioritised with stakeholders in the water and environmental sectors.

Benefit for the client:

The ministry of water has a document which can be used to approach donors with thought-through investment options and prioritisations which should make it easier to attract these investments.

Chanzo’s tasks included:

  • Carry out spatial analysis for water resource management
  • Prepare maps for reports where needed
  • Prepare an atlas as an overview of data that are available
  • Edit and format the thematic reports
  • On-job training of counter parts within the Ministry of Water
  • Organise the collected spatial data and provide documentation
